Home sellers — Energy Performance Certificates

Every home put on the market for sale requires a Home Information Pack (HIP). One of the main components of the HIP is the Energy Performance Certificate. The certificate provides you with a rating for the home, showing its energy efficiency and its environmental impact on a scale from A-G (where A is the most efficient and G the least efficient) and it also contains advice on how to cut carbon emissions and fuel bills.

 

Landlords

From October 2008 all dwellings available for rental will require an EPC and landlords are required to make the EPC available to prospective tenants at the earliest opportunity.

This applies to small and large portfolio private landlords, and to social housing landlords too.

Large Portfolio and Social Housing Landlords may benefit from the process of “Sampling” and “Multiple Certification”.

Commercial

From 1st October 2008, all non-dwellings, for sale or rent, with a total useful floor area greater than 50 m2 will require an Energy Performance Certificate. This includes new build and existing premises. It is the responsibility of the Seller and/or Landlord to make the EPC available to prospective purchasers and tenants as soon as is reasonably practicable.

The EPC must reflect the Energy Performance of the space being for sale or let. In practice this may mean determining whether or not an EPC is required for each individual tenanted floor or unit, or whether the whole building can be assessed on one EPC. Display Energy Certificates — DEC

 

As stated in the CLG guidance document, the purpose of introducing Display Energy Certificates (DECs) is to raise public awareness of energy use and to inform visitors to public buildings about the energy use of a building. The DEC must be at least A3 sized, and is too displayed in a prominent place clearly visible to the public. The DEC provides an energy rating based on the actual amount of metered energy used by the building over a 12 month period. The certificate is accompanied by an advisory report which contains recommendations for improving the energy performance of the building.

DECs and Advisory report are required for buildings with a total useful floor area over 1000 Sqm that are occupied in whole or part by public authorities and by institutions providing public services and which are frequently visited by the public.

Private organisations, including those that might share a building with a relevant institution, do not need to display a DEC, but may elect to do so on a voluntary basis.

The DEC must be renewed every 12 months, but the advisory report is valid for 7 years.
